Govts have a bigger stick than Santos. Threats and deals are part and parcel of Govt. There are lots of things Govts can do to hurt the Santos bottom line. If the State and Fed Govts want a feed to Callide (and they do), they will make it happen. Santos is on the edge of overplaying its hand and being moved from Rooster towards feather duster.
