Yes - this was outlined in the initial information CRB issued.The DD could arguably deny exploration or more possibly mining approval but this issue was canvassed by CRB when the deal was announced.
in the announcement today they confirmed they will commence the drilling once relevant authorities agree - without going back to the original information document CRB released my recollection is that re exploration approval there is a provision that it cannot be unreasonably withheld.
