he's talking about participating in or supplying raw materials to a chemical conversion plant that convert spodumene concentrate into lithium chemicals (carbonate or hydroxide) - both a much higher value product with bigger margins.

spodumene mining > spod concentrate (SC6) > lithium hydroxide > battery cells > EVs

that is roughly the chain vertically from mining to EV. Only the very big boys participate above mining, so it's a very big deal if GT1 get involved in a converter in Thunder Bay!!
