The view geologists lie or fumble to a JORC is incorrect. Every Geologist who signed a JORC will be able to justify it.
But you are correct that using points of observation for JORC in a coarse free nuggetty gold deposit will statistically underestimate. Basic philosophy justification is few needles in haystack to hit with a butting needle so how much drill cost thus will miss more nuggets that hit thus underestimate
