But you're not negotiating with the Gov, it's a private multi billion $$ Multi-national company that protects a lucrative market for it's products, they own the warf and loading infrastructure, have a look at the pic, you can't just roll another ship loader along there.
I've never understood this play by DRX, and MLM for that matter, their project is even stupider...
