When people talk about perfect markets and how the "market is always efficient and right" they are primarily referring to US markets where there are far more eyes on everything. The level of scrutiny due to sheer economy of scale is not comparable to Australian capital markets.
The aussie large caps are globally watched, even some of the mid caps but the small caps are the wild west still in many regards and I can personally attest there are a million inconsistencies (both positive and negative) and it only takes one glance to see that the small cap ASX world is not an efficient market.
As you succinctly said, if it was efficient people would not be making money.
