FWIW, I read this ann. as an expression of the Exploration Director's level of confidence that he has a Tiger by the tail.
Not any tiger, but one of a style he has tamed (identified) before.
He clearly has Brian's confidence, hence this harbinger for anyone who cares to take notice.
