Basically means "transport cash cost per tonne" will be lower because expenses paid to the local government will be lower compared to using an unsealed road. As the vehicles transport ore, there is damage to the haul roads, main roads etc, which needs to be paid for (maintenance). Obviously an end to end sealed asphalt road would have less damage than an unsealed gravel road which makes for a good outcome as its lower transport cash costs but not a game changer for the project.
