Refractory generally means gold is within the sulphide and the sulphide needs to be oxidised to allow the gold to be liberated. This used to be done by roasting and in the 1980 / 90's some biox plants (Wiluna etc ) but is typically done nowadays by flotation of sulphides and then use of a small autoclave which uses pressure oxidation to destroyed the sulphides and allow the canide leaching of the gold. It adds to the capex so you need a decent deposit to justify it but once established gold recoveries can be very similar to non-refractory deposits.
Disseminated, refractory deposits tend to be very large.....
I don't see it as a negative as long as the deposit is big and they are up front with it (and I am sure they will be). Of course it may not be refractory but now they have fresh chips from RC they can quickly do a leachwell / bottle roll cyanide extractable gold test to determine if the gold is free milling or not.
