Isn't that what the entire theory of chart patterns are?
The reality of this situation is, when the instos stop capping the stock and allow the share price to rise then you will see the 3 or 4 cents that was expected by the end of April that didn't happen, regardless of the patterns shown on a chart.
The question remains, why are they capping the stock? they must see a future for the company and will eventually want the price to go up otherwise why accumulate and cap the share price in the first place?
The chart is just a measurement of what has happened or what could happened based on historical data.
