Only four holders have 20mil+ holding, three of which are Directors, so I agree with you that it is Grafton.

Which if that is the case their last notice (5th March) showed 40mil holding.

Not sure how Grafton got these shares in the first place, must be to do with the IPO as they increased via performance shares to at one stage hold 53.3mil.
