One thing nobody here has mentioned yet is this:
The township of Leigh Creek is too small to have a local Council and so is administered by the Outback Communities Authority, a statuary body set up by the South Australian Government. So approval and oversight has changed from the South Australian Government to the South Australian Government.
Yawn.
