Have to agree with you that the West needs all the NdPr it can lay its hands on. Which is why Grade is now King while China drives RE prices down to dissuade and financiers from investing !!

The US, UK and EU Governments may step in to help with CAPEX, but any mine will have to be able to at least cover their OPEX.
