What makes you think the company can control when a mining license is approved by a Government? They submitted the MLA like they said they would. The Ugandan Government only recently just passed new mining laws which were very 'pro mining'. The Makuutu project as stated by government can be a 'national flagship mine', that could determine if successful, more great future mining investment into a nation that doesn't have much history of mining.
The government approved a demonstration plant to be built. So they clearly aren't against the company operating there. When you sign a huge legislative agreement you make sure it's done right and you have checked everything. Especially against any new legislation that your government has passed.
Your impatience and restlessness has nothing to do with company performance.
As for share price it could be connected to multiple factors. People like you who are inpatient and nervy, RE prices, market downturns, economic factors etc.
You don't have to be here if you are feeling stressed.
