I think you will find all they can do is pass on feedback given to them by the Ugandan government.
How about you try and get in contact with Tim and voice your concerns? I think you will find that the holders here who aren't as pissed as you is because maybe they have talked to Tim and they are comfortable with the delay and what it stems from...
