Shutting down and restarting construction is very expensive why would they want to do that? Also PDF is a fix priced deal so why would company building it want to do that. The bigger the pile the harder it is to handle and it will have to be handled some time. Stopping PDF will only cost more in future. Far more than what is postponed now.
What you say is true but why would they ever do it? Just for your reference here is who and how the PDF is being built and how it is being paid for.
