    Hmmm not really...

    Some of the larger government projects are but the space in which DCG predominantly play is still very much fixed price.

    I think eventually there will be some change and government projects will gravitate towards a more collaborative style but this change will take time (years) and is very much driven by supply/demand for contractors.
