Maybe the sale of Homeground at Gladstone is virtually impossible.
My guess is that the $57 million valuation is being used as the financial capital that must be held in order to win government contracts. If they sell at anything less than that, they might be in breach of the financial capital requirements. Thus the sale can't happen as they can't "meet the market".
