    I suspect the third set of lawyers are the ones setting up entities on behalf of fbr and whoever they are dealing with. Impartial third legal team. If there ever was such a thing as an impartial legal team.
    the block supply side should be locked up already as a procurement. Unless it's a bigger than expected order for blocks. Then it could be a supplier lawyer.
    but I suspect it's the first instance.
