My 2 cents worth would tend to suggest it is related to the performance of the KMP and his inability to reach nameplate capacity. DW talked of "bottlenecks" and I think you will find he probably has not made the correct or any decisions to fix the problems.Could be burning millions of dollars producing end product that is not up to scratch(purity) or there may be one part of the process that takes 3 times longer than the rest and he will not take the advice of the production management and get it fixed. IG steps in and says enough is enough
