I wouldn't exactly call Syama a low-cost investment, in fact quite the opposite. RSG have literally spent hundreds of millions of dollars trying to automate it, and it is still not making money.
There is obviously value to be extracted out if it, but there are also a lot of social/political issues at play that we can really only speculate about, but are acting as a handbrake.
