As samsam said a couple of weeks ago, "we announce a $21m zero dilution, no repayment, free cap raise (10% of market cap) and share price goes up 3%."
What I find perplexing is the grant announcement was well covered in the mass media yet, while this inquiry is less well known, the shares have retreated this past week more than the small uptick.
