I have a question regarding the timeline

In the previous calendar the optimised DFS (June 2021) comes after the mining licence award (May 2021) BUT in today's ann, it is said that:
"Both the ESIA once approved by ACE, and the DFS study (which has already been incorporated
into the template required by the government for the conversion to a mining licence), are
required to be included in the application as part of the process for the granting of a 25-year
renewable Permit Exploitation (or Mining Licence)"

Do we speak in the statement about the initial DFS or the optimised one?

Also would someone have an idea why this ESIA is taking so much time to be submitted?
