RE "obviously" - we don't know that yet do we? I mean if the pweto road has to be upgraded as seems clear then costings, work schedules, equipment and personnel availability, as well as who pays are all still up in the air (or abstracted away behind a single contingency for costs) at this point as I understand.

I don't think I've missed a relevant announcement.

Yes, all to be in the funding needed to advance the project. No announcement yet, wait for the paper work to be signed.

However in the mean time it's good to see NF talking to the railroad, and assigning a project manager to drive things forward.
