Yes, he did say that we have ownership & access rights, but of course they would have to come at a cost. The cost would possibly be nothing if there was no need to upgrade, but then it wouldn't be very useful would it (assuming it's not usable in it's present state).
So, I don't see anything wrong with the announcement. It was to be expected that CFE would have to share in the cost of refurbishment. There was probably no announcement previously due to the final details not being worked out with respect to Tonkili.
As far as 2Mtpa of access. I'm guessing that's all they expect to need at first. And I'm pretty sure they said they could gain more access if required, no doubt up to their 33% share. The percentage that they don't use will be able on-charged to AM or 3rd parties.
At least that's my take on it.
