Sure is but there is still that twist in the dialogue on the mining mining and delivery of caesium as to whether the commercialisation of other the other alkali-metal-minerals (see B) with its offtake partners will be the key for the board sign off on the mining after :-

A/ The Sinclair Mine as planned will extract the Sinclair Zone Caesium Deposit, which will be sold as a ‘direct shipping’ product.
B/ Pioneer is also assessing the potential to commercially extract other alkali-metal minerals – lithium (petalite and lepidolite) and potassium (microcline) – which occur within the proposed Sinclair Mine shell.

PIO is renowned for being over conservative in its dialogue, much to the annoyance of many traders but negotiations re still going on in the fine detail I would say (I'm happy to be proven wrong) so the published outcomes of off-take partners decisions and structures is fairly important for their decision to mine themselves. Of course without knowing all the details it may be that one of the offtake partners is offering to mine and participate in the total profit process as the excavation has to mine through mine through’ microcline, petalite and lepidolite to access the pollucite.
In any case we do know that the board is considering all options and their mining commencement view point is to make a decision after after the Mine Plan and revenue estimates and costs confirmed. That is fair enough but we still are looking for off-take partners positions pretty soon to feel a little more comfort.

I think you have hit the nail on the head, PIO have been extremely conservative in information flow however i believe it will pay dividends to the patient. Dome is a gold mine IMHO
