Absolute certainty to pay an increased dividend in October, I reckon we could see 3.5 or 4c .
The basic idea with LIC's is to earn profits through dividends and capital gains trading, pay tax and then return the franking credit back to investors with the cash dividend , to utilize franking credits tax system in Australia, very good for pensioners, super funds and low income earners where franking credit is like extra cash benefit to spend or reinvest.
