WGB will always have trouble paying fully franked dividends because they are invested, largely, in foreign assets. It is the foreign asset exposure that I buy WGB for, as well as a decent dividend, not the franking percentage - my estimate is that they are now at over 20% discount to asset values (very rough) so I am happyto buy.
