Sorry Proga ... but unless you can sell your product you are going bankrupt ... with that in mind the USA govt can't let that happen. Forget about the 45kt plant ... better if the initial plant is making money ... it will require 20kt or more which is 2/3 of last month's sales .. then you might make money on both operations ... that will be a first for SYR.
