Suspect it's construction risk related. WA's border closures will reduce the available construction workforce and specialist personnel required and that can result in cost blow outs and delays.
I'd say that once main construction commences and the cost and program situation starts to play out we'll get a more accurate picture of where the SP is headed (short to medium term).
