show us the damage on the satelite photos mate, its all there to see. Terrain is flat, building in happening, damage from flooding to earthwork would bw caused by velocity or water not ponding. 5 Inches of pooling water or whatever may delay things as vehicles get bogged but wont change the outcome, just the cost. If you have any hard evidence cough it up.
