There's nothing in the announcement that would support this conclusion. The announcement makes it quite clear that the hardware is intended to allow ResappDx to be used in ways and places where a standard smartphone can't. Specifically:

The ruggedised device will be in addition to off-the-shelf smartphones, in "specific in person clinical environments where certain hardware characteristics are desirable". My phone would be a bugger to clean after somebody had coughed all over it five times, and I wanted to use it on another person! And if I were out in the field I would want something that could be splashed or dropped in the dust or mud without being wrecked.

And the wearable unit will be for monitoring "24/7 over extended periods", which is another use additional to the original vision for ResappDx.

Clearly the hardware is intended to bring ResappDx to market segments not satisfied by the software-only solution.

I don't think any of this touches on the application for CE Mark.

I also don't see any connection with the value proposition of ResappDx.

I see it as an answer to how they will control hardware QA for ResAppDx (possibly asked during the CE application), this was previously brought up here as what happens with different type and version of smart phone and this actually is the solution.
