Did any one really expect that it would be done by the end of this month?
There has always been way to many 'Conditions Precedent' for this to happen.
What we are seeing now is them slowly (emphasis on the slowly) ticking them off. another 2 months and it looks like 3 more will be done. I assume This will drag into Q1 next year given the SA shut down at Christmas.
