As an addendum:
I also think that the NT Govt have already pretty much adopted a position in regard to the GR Project and that even Henry Kissenger couldn't persuade them differently. And the Govts position, in my opinion, is that they're looking for a way out i.e. an excuse to knock GR on the head.
