I think management new that cloud UC was coming. Look at the 2018 AGM presentation; clearly identify "UCaaS growth" , and talk about hybrid monitoring of on premise and cloud. They even includes Teams, Slack, Zoom Webex logos in that presentation, which I guess means they were planning to build monitoring products (which they just released in the last 6 months).

Now to be fair, no-one in tech was making plans on the basis of an upcoming pandemic, so the rate of acceleration everyone missed.

Historical timeline is interesting:
1) Company signalled it was going to build these products in 2018
2) Chairman, CEO and CEO of US business resign late 2018 (why? what did they know?)
3) Company takes 2 years to build these products, released during accelerated take-up of cloud UC
4) Bottom drops out of licence sales/renewals during this time, and very little uptake of SaaS products.

IMV, management were preparing for this future, but pandemic accelerated it faster than could be anticipated. Or else execution was to slow as a result of significant management changes. But if they do have a useful cloud product now, there should be a huge market for it so it really should be an opportunity, not a missed window.
