It's the surprise that the market is reacting to and not just the facts. Financial year end is the end of next week and they thought - let's announce a significant change to the business model for branches and put costs out there in isolation to the full year results which are due in October. Was this decision flagged prior in benign terms such as review of strategics options, etc? Not sure. The cost cut announcement is probably not a big surprise given they have committed to reducing costs.
