I think you are on the money this is paving the way for takeover. Even if not the branch model is dying. They are doing right by the owners to just do it in one rather than pick the weaker ones off over time. I imagine they will continue to pay something along the way to keep the current shareholders somewhat happier. They will be really happy if a takeover offer comes in.
