You sign a turnkey contract beforehand, not after the work is complete. If the chips don't work, why would you then enter into the turnkey agreement if your the party at fault - you would just walk away.
That would be like entering into a contract with a builder after the house has been completed, and just expecting that the builder will stay on track/spec (whatever that track/spec is given there is no document recording this) until such time...
