It is very positive news in an overly worded and abit confusing announcement IMO. It missed the simple main message in that they have STRONG INTEREST and HAVE REGISTERED a list of carrier partners (i'm assuming some big names in here given the jurisdictions) with plenty more wanting to get on board.
