"Cordial" only means that NWH have not taken Samsung to court and vice versa. I feel NWH is being wrongly squeezed by Samsung. It looks like Samsung were aware about the "contract interpretations" issue for a long, long time but kept NWH straggling along until most of the rail formation was complete and then raised the "contract interpretations" issue. At that point, NWH did not have much leverage over Samsung, it is not like NWH can take the rail back. NWH had been working in good faith with Samsung all along but now that Samsung has been given the rail on a plate, it has done a u-turn and drawn a dagger.
Samsung are betting NWH do not want to take this to court because Samsung can drag this out in the court for much, much longer than NWH. In business leverage is everything. Being nice doesn't get you anywhere.
Just my opinion by the way.
