It was an important decision but understandable. The company has already burnt a lot of money in getting some valuable patents (and orphan status) so the current focus should be realizing the worth of the existing products and cashing up itself as quickly as possible to survive. In addition, if the costly local experts and local knowledge can't help obtain the approval of the local regulator and move things forward, then there is no need to throw more into that money pit. After all, scientific research can be conducted in many countries besides Germany.
