In fact,this annoucement is near to no annoucement.i would put a neutral.
However for those traders who eagerly waiting for this annoucement including myself with some emotional attached,this is negative and big disappointment. With no fundamental change, i would say that today the share will transfer hand from emotional share holder to the hands of those looking for bargain.
