I didn't mention 'promise'. And I agree, nothing stopping companies aspiring for dividends. But I struggle to see how a spec miner/hemp/marijuana company with QBL/CGB's history of doing the exact opposite (capital raising) are able to jump straight from basically zero revenue to releasing an ASX approved announcement stating dividends could possibly be paid in 2018. What you have posted should have been the first dividend announcement, because at that stage all the ducks weren't lined up (distribution channels, crop numbers, product lines, sales figures etc etc).
