it is just an excuse and indicates you accept defeat (because it has always been like that (funding issues))
There is always a solution but it often needs people on the ground to push for change or support a cause - assuming you personally believe in the Nano
Please tell us what You Have Done to address the issue or Will do if you have not already taken some action.
