imo we are in a better position, the company has sorted out the legacy issues with the Indian business and it is actually making money and cash flow positive - albeit negligible. Do it's pipeline of projects and future prospects warrant a $15m valuation is yet to be seen.
As you mentioned, the cap raise price will be very telling.
