Had lunch with a Hong Kong Chinese millionaire who is a friend of mine. He told me about how the law and business operates in four Chinese cities.
Singapore - you can do what the Government lets you do. Taipei - the Government says what you cannot do and every one ignores them and does what they like. Shanghai - no one can do what the Government says you can do. Hong Kong - you can do anything except what the Government says you cannot do.

ps By the way, he expressed concern about the Article 23 issue and said that the HK Government is not doing it according to the law and so they are laying the ground work for a decline in respect for the law in HK.
