That's how I read it. Funds are promised by the current government and are not supported by legislation. I do note that during the election campaign some funding promises have been matched by the other side but not always. I haven't seen a commitment from Labor to match this grant but I'm certainly not following every utterance. Crikey, election campaigns are very hard work. How long to go?
