i got a hunch that the strategic partner is Yara and this acquisition cost will be off-set with the consideration transferred.
it doesn't make sense if we have to build NRUP and acquire new plant from 3rd party just for short-term revenue (even for long-term revenue due to location - except they dismantle this plant for NRUP).
management always mentioned that this strategic partner has built plenty of urea and ammonia plant offshore.
