I would say that’s probably correct with my limited knowledge. Personally I believe the first mention of acquisition which is “operational” would likely be an overseas plant that would remain in its current position. I think the second mention which appears to be further down the line discussion wise would be a dismantle job as mentioned by others to possibly modify to the higher production of 1MT. A long shot I know but just a prediction. IMO
