Re reading the announcement it says
Given the differences in terms and conditions being sought by the bondholders compared with the original terms, the Company considers it unlikely that these funds will be available.
One can only assume the bondholders wanted a higher rate of return. I cannot imagine that they would take this course of action without a reason.
Surely if all conditions have been met they have a legal obligation to release the funds.
It would appear that the money is available but at a cost that the Company is reluctant to accept.
So many questions to be answered, to say that, The proposed suspension of the project is a result of global constraints on availabiliy of capital.
We were lead to believe that funding was a done deal all conditions met.
